In 1948 - New York City urban noir “Naked City.” In 1950 London urban noir - “Night and the City.” In 1953 - Chicago urban noir “City that Never Sleeps.” All urban malaise of crime and cops tracking down the criminals. Grifters, double-crossers, cheaters and murderers and a step-by-step tracking down by the detectives. The film was made in a time in which no Blacks were portrayed with mature intelligent roles. Look for the scene with three young Black men that act totally normally. Maybe a first for a Hollywood white film.

Films starts off very well. For lack of a better term, an "intelligent film noir". Gritty with the real city of Chicago as a backdrop and complex characters. However, the story becomes sort of predictable, but with a hidden twist: the Chill Wills police seargant :Joe". What is he ? God ? An Angel ? The City of Chicago ? The movie sort becomes the film noir version of "It's a Wonderful Life". Overall, still an entertaining and ambitious film noir to watch.
